The Russian Ministry of Transport announced that mandatory electronic transport documents took effect on 1 September 2026. The changes relate to Federal Law No. 140-FZ. For road logistics, the announcement names consignment notes, transport orders and booking requests; freight forwarding documents are mentioned separately.

Which conditions need separate checking

The official announcement lists exceptions to the general transition to digital documents. Therefore, do not automatically treat every paper consignment note as invalid or apply one process to all international and special cargo. The Ministry of Transport also explains that exchange takes place through accredited operators. An account held by only one party does not prove the entire chain is ready: cooperation with partners and their services needs to be agreed.
