Digitoll in Norway: what to prepare by 15 September 2026
Under the Norwegian Customs timetable, transport information will be submitted digitally from 15 September. We look at trip preparation and how this differs from the March 2027 phase.

The next phase: digital notification
The current Norwegian Customs guidance sets a deadline of 15 September 2026: digital submission of notifications and information on transport and goods becomes mandatory. For road transport, the information must arrive before the border crossing or no later than the crossing itself.
The Norwegian timetable page was updated on 11 September; our review uses this as the event date. The article was published on 12 September, before the next phase begins. Updating the guidance does not mean that the requirement was first announced on 11 September.
Do not confuse September 2026 with March 2027
The second date in the timetable is 1 March 2027. It concerns submission of the customs declaration no later than the border crossing and discontinuation of the direct transport procedure. These changes should not automatically be attributed to the September date.
A separate official publication dated 2 September explains that another arrangement, direct customs clearance, will end on 15 September. Customs describes alternative procedures for companies that use it. When arranging a shipment, it is important to name the exact procedure rather than group different arrangements under the general term 'direct'.
Who submits the information and what to check before the trip
The road transport guidance requires information on the vehicle, arrival and cargo; the messages describe transport, the master consignment and individual consignments. The party responsible for transport may delegate submission to a customs representative. Responsibility for submitting transport information must be agreed separately from the importer's preparation of the declaration.
Editorial advice: before dispatching the vehicle, assign responsibility for each set of information and agree how participants confirm receipt of messages. Check the vehicle registration details, addresses, consignee, number of packages, weight and description of the goods. For a groupage shipment, discuss in advance how individual consignment data links to the overall transport message.
If the vehicle, consignment contents or planned arrival changes, check the information update procedure with the selected representative or system provider. Do not assume that submitting a form in itself confirms that all documents are ready.
What still matters at the border
According to Tolletaten, Digitoll does not change the requirements for accompanying transport documents. The required documents must still accompany the cargo, while the driver's actions depend on Customs instructions and the facilities at the border crossing. An automated process does not guarantee that there will be no stop or inspection.
This review is useful for shipments that actually involve entry into Norway. It does not confirm that GreenTrans has an established Norway route or a Digitoll integration. Do all Digitoll changes take effect on 15 September?
No. Customs distinguishes the digital notification phase from 15 September 2026 and the next declaration phase from 1 March 2027. Check the applicable requirements for the specific procedure.
Does Digitoll replace standard transport documents?
No. In its road transport guidance, Customs states that the requirements for accompanying documents remain in place. Paper documents are still necessary wherever the relevant procedure requires them.
Can passage without stopping be guaranteed once the information has been sent?
No. A digital message does not remove customs controls. The driver's actions depend on the specific border crossing and the instructions received from Customs.
