M-4 and M-12: how toll sections will change
The Ministry of Transport has reported an expansion of the toll sections on the M-4 and M-12. Here is what is known and how to keep a future toll out of a current trip quotation.

What change did the Ministry of Transport announce?
On 25 September, the Ministry of Transport reported that an approved Government directive expands the list of toll sections on the M-4 Don and M-12 Vostok. For the M-4, this concerns the section from km 933 to km 1,024 in Rostov Region. It will become a toll road after reconstruction is complete. According to the ministry, work is still under way; its announcement gives no specific completion date or date when toll collection will begin.
The section under reconstruction runs near Kamensk-Shakhtinsky and Shakhty. The ministry describes widening the road to six lanes and work on interchanges, bridges and overpasses. The M-4 section from km 715 to km 933 is already tolled; adding the adjacent section is not an announcement of a new charge across the entire route to Rostov-on-Don.
What the announcement says about the M-12 near Kazan
In the same announcement, the Ministry of Transport listed a new 7.045 km segment in the M-12 toll-section list: from its junction with the M-12 on the Kazan bypass to the junction with the M-7 Volga. The ministry links toll collection with the Kazan–Shali section, from the R-239 to the junction with the Shali–Bavly road. Do not apply this length to the entire M-12 route or treat it as a separate trip price.
The ministry's publication gives neither a truck toll rate nor a start date for charging on the added section. Before pricing a specific trip, the carrier should check the section's current status and the rate for its vehicle category with the road operator.
How to compare delivery options
If the route passes through Rostov Region or the Kazan hub, ask the carrier to list the specific toll sections included in its quotation for the trip date. Keep current road charges separate from possible future changes: an announcement expanding the list does not by itself justify charging a toll that is not yet in effect.
Compare a non-toll alternative across the full route, not only by the absence of a charge. Check whether the road suits the vehicle combination and cargo, the distance to the delivery address, estimated journey time and receiving window. Check current traffic conditions before departure while the M-4 is being reconstructed; it is too early to promise shorter transit times based on a future six-lane road.
In your request, include the addresses, cargo-ready date, weight and dimensions, vehicle type and arrival requirements. Ask the carrier to confirm the route and cost breakdown for the dispatch date. This makes quotations comparable on the same basis and helps you reprice the trip if toll rules or road conditions change.
